01The one-screen answer

Sell to organisations first, by quote, in matched lots. Use eBay as a test and for cash flow. Treat Lebanon retail as a side channel. Getting paid is the binding constraint.

Sell B2B first, to Gulf and Lebanese organisations, by quote

Target NGOs, UN agencies and their contractors, utilities, oil & gas and field-service firms. Lots of 5–15 units go in one consolidated DHL shipment: about $85/unit to the UAE/KSA, against $229 for a single 5 kg parcel (DHL Lebanon 2026 base rates). One wire per order, with no card gateway needed.

Run eBay (international) as a 10-listing test from week 2

List CF-31 and CF-33 first, as "Used" with full Grade A notes. The first listing doubles as the payout and shipping test (eBay → Payoneer in USD; DHL with the battery installed). Day-30 gate: if fewer than 3 of 10 sell, stop single-unit eBay sales from Beirut.

Lebanon retail is priority 4, not the launch market

There were 0 live Toughbook ads on OLX and OpenSooq on 8 Oct, and the only local comparable was a used CF-20 at $155–255. Use WhatsApp and OLX for walk-in, workshop and NGO buyers in Beirut, with no paid ads until enquiries show up.

Lead with CF-31 and CF-33; stop buying CF-20s

Estimated eBay margin is ~$199/unit on the CF-31 and ~$150/unit on the CF-33 MK1. The CF-19 is the fast, thin entry SKU (~$85). The CF-20 runs at about –$15 on eBay, so sell it only in B2B bundles or locally, and don't restock it. Restock FZ-55 MK1 first (lots at $188–214/unit); buy CF-33 MK2 only against a confirmed order. Build the brand on proof, and fix the payment route

Every unit carries its MK, measured battery %, BIOS-unlocked status and an honest Windows label. Brand line: "Field-proven. Nothing hidden." There's no Stripe, PayPal is unusable and eBay payout to Lebanon is unverified. A UAE or UK entity (decision D1) unlocks Stripe, Amazon.ae, noon and Back Market later.

What this replaced: Marketing v2 made Lebanon retail the lead market, with Meta ads to WhatsApp and eBay from week 5. The evidence (thin local demand, courier cost, payment rails) moved Lebanon retail to priority 4. Marketing v3 now matches this plan.

Why B2B Gulf/Lebanon wins

  • The local market is too thin to absorb 60 units at Grade A prices.
  • Single-parcel export from Beirut costs $155–320 before fuel, which wipes out the price edge on $300–650 units sold to US buyers.
  • Consolidated lots to the Gulf use the cheapest DHL zone, reach the highest-value buyers and need one wire per order.
  • NGOs and UN agencies in Lebanon need no export at all.

UNGM and UN/NGO buyers

Register on UNGM in week 1 (Marketing's target: by 25 Oct) with alerts for Lebanon, Iraq and Jordan. Answer each RFQ in the language it states. NGO bundles are where the CF-20s go.

eBay test and the day-30 gate

Before the fuel surcharge (index-based), insurance at 3% (min $13) and a possible $32.50–34 elevated-risk or restricted-destination surcharge. ~5 kg packed per unit is an estimate. Lithium batteries inside equipment: no charge.

Shipping rules

  • The buyer pays shipping at cost. Negotiate a DHL account rate, and get DHL and Aramex quotes for 1 unit and 6 units to the UAE in week 1.
  • Batteries: ship installed under UN3481 PI 967 Section II (≤100 Wh). CF-31 87 Wh, CF-19 58 Wh; CF-20/CF-33 Wh UNVERIFIED, so check the labels. Over 100 Wh means full dangerous goods ($117/shipment). No loose spares; DHL refuses damaged batteries.
  • Aramex red flag: its prohibited-items list names appliances containing lithium batteries. Confirm with Aramex Lebanon before using them. FedEx Lebanon rates couldn't be obtained.
  • LibanPost bars lithium batteries to Germany and Italy and laptops to Iraq.

Intake audit (week 1)

  • Firmware key present: clean-install the same edition.
  • No key: register as a Third Party Refurbisher through a Microsoft Authorized Refurbisher (MAR), and sell as "No OS" until then.
